Dear Sir/Madam,

We are addressing you about your future project in Serbia, whose aim is demolishing the buildings of the Generalštab (General Staff) of the Army Serbian and Montenegro and the Ministry of Defence, in order to build commercial hotel and residential complex.

These buildings, damaged in 1999 during the NATO bombing of the Federal Republic of Yugoslavia, have great architectural and symbolic significance for the citizens of Serbia and since 2005 have had the status of cultural heritage, established by a decision of the Government.

Acting in the interest of the Republic of Serbia and Serbian citizens, as well as the protection of cultural heritage of the Republic of Serbia and preservation of international reputation of the Republic, we would like to remind you that procedures related to this project are followed by numerous irregularities, non-transparent actions and actions for which there is reasonable suspicion that they are illegal. We are pointing out the following facts:

‒  In February  2024, the Government of the Republic of Serbia, without publicity and usual procedures, signed the contract with the company Atlantic Incubation Partners LLC. This contract was signed on behalf of the Government by the former Minister of Construction, Transport and Infrastructure, Goran Vesić, who is currently under the investigation by the Prosecutor's Office for Organized Crime in another case which concerns financial fraud in the project of modernization and reconstruction of the railway station.

‒ In November 2024, the Government made a decision about removing the status of cultural heritage for these buildings.

‒ In May 2025, the Prosecutor's Office for Organized Crime started a process against the temporary director of the Institute for the Protection of Cultural Monuments of Serbia, Goran Vasić, due to reasonable suspicion that he forged a document which the Government used to remove the protection of cultural monuments for these buildings. Director Goran Vasić has admitted his guilt and the investigation is ongoing.

‒ Despite an active investigation by the Prosecutor's Office for Organized Crime, in November 2025 the current National Assembly adopted the Law on Special Procedures, or lex specialis, which concerned the before-mentioned buildings as well as the plot and location of these buildings. This Law suspends many laws and regulations, including laws which protect cultural properties, as well as the possibility of making an appeal in certain administrative procedures. This Law itself contains elements which are contrary to the Constitution of the Republic of Serbia and which are going to be the subject of investigation before The Constitutional Court of the Republic of Serbia.

Considering the facts about continuous, irregular, illegal, non-transparent and deeply corrupt actions, as well as the current paralysis of the institutions, we assure you that this project will undoubtedly be the subject of comprehensive legal review after political changes. Therefore, we warn all subjects involved in the implementation of this project of economic, political and reputational damage.

Be assured that citizens of Serbia will not allow the alienation of the Generalštab of the heroic Army which has become a symbol of resistance and part of the collective consciousness of the significance of freedom.
